History Update:

College Park’s master planning process started in early fall 2004, allowing community members and city staff to assess the park and set future goals. A conceptual development plan was created to restore the small creek, improve neighborhood access, and enhance walking trails and picnic facilities. The project is fully funded and expected to be completed by 2030.

The College Park Improvements Project will bring new life to the 60-year-old City of Lynchburg park located along Breckenbridge Street near the University of Lynchburg. The project, which will be completed in two phases, will enhance recreation opportunities, beautify the park, improve pedestrian connectivity, mitigate flooding in the area, and improve water quality for downstream waterways. 

This project will bring to life the vision shared by residents from surrounding neighborhoods as part of the City’s community engagement efforts in 2021. The stormwater improvements phase of the College Park project, managed by Lynchburg Water Resources, is expected to begin in January 2026.

PHASE 1: STORMWATER IMPROVEMENTS 

Key improvements include: 

  • Enlarged stormwater ponds that will slow the water flow through the park and prevent flooding, increasing capacity from a one-year storm to a 10-year storm event. 
  • Native grasses, wildflowers, shrubs, and trees along the ponds’ edges to help filter water, stabilize slopes, and beautify the park. 
  • Updated pipes and culverts to allow the ponds to drain efficiently and prevent standing water that can attract mosquitoes. 

 

PHASE 2: PARK IMPROVEMENTS & CONNECTIVITY 

As Stormwater Management work is completed, park construction will begin, starting with the installation of a new half-court basketball court near the intersection of Richmond Street and Breckenbridge Street.

  • Large overlook + picnic area
  • Relocated basketball court
  • Overlook with seating
  • Play area
  • Bike racks
  • Mid-park crossing
  • Crosswalk
  • ADA park access
  • Improved off-street parking

Construction Gets Underway for College Park Stormwater Improvements

Phase 2 Will Include Upgrades to Park Amenities and Connectivity


LYNCHBURG, Va. – Construction has begun for the first phase of the College Park Improvements Project, which will bring new life to the 60-year-old City of Lynchburg park located along Breckenbridge Street near the University of Lynchburg. The project, which will be completed in two phases, will enhance recreation opportunities, beautify the park, improve pedestrian connectivity, mitigate flooding in the area and improve water quality for downstream waterways.

Phase 1 of this project, managed by Lynchburg Water Resources (LWR), will bring stormwater system upgrades within College Park, helping to better manage the large volume of water collected from surrounding neighborhoods. These improvements, which will increase the park’s stormwater capacity from a one-year storm to a 10-year storm, include:

Enlarged stormwater ponds
Planting of native grasses, wildflowers, shrubs, and trees
Updated stormwater pipes and culverts

 

LWR is contracting with F&B Contractors for the stormwater construction phase of the project, which started Monday, February 9, 2026, and will take about 12 months to complete. Construction hours are 7:00 a.m. to 5:00 p.m. Monday–Friday. Overnight pumping operations may be needed at times to help control stormwater flow.

Once stormwater work is complete, Lynchburg’s Parks & Recreation will oversee the park improvements and pedestrian connectivity phase of the project, which will include relocation of the basketball court, addition of an overlook, picnic area, play area, park loop, and bike racks. The improvements are fulfilling the vision shared by nearby residents as part of the City’s community engagement efforts in 2021.

College Park will be closed to the public during both phases of construction, reopening when the stormwater and park improvements are complete.
